The nine-member board serves as the policy making and oversight body for the Oregon Health Authority. The board is committed to providing access to high quality, affordable health care for all Oregonians and to improving population health.
The board was established by the Legislature in 2009, making the Oregon Health Authority responsible for most state health care services and for reforming the state’s health care system.

The board provides a choice of benefit plans for employees in most of Oregon’s kindergarten through grade 12 school districts, education service districts and community colleges, as well as a number of charter schools and local governments.

The office works with diverse communities throughout Oregon to eliminate health gaps and disparities by making health care more accessible and ensuring the delivery of care consistent with state and federal civil rights guidelines. It operates a Traditional Health Worker program to help ensure that culturally competent care is delivered by a diverse workforce. The office’s Health Care Interpreter program trains and certifies bilingual persons to provide high-quality health care interpretation to Oregon’s increasingly diverse populations.

The office works with multiple boards, councils and programs to oversee a variety of health and health-related professions. It protects Oregonians’ health and safety by ensuring that these professionals are trained and qualified to practice. The office tests people who apply for professional licenses, inspects facilities, responds to consumer complaints and disciplines practitioners who violate state requirements.

The division collects and analyzes health data from throughout the state and makes reports and recommendations to OHA leaders, the governor and Legislature based on that data. The division also provides support to the Health Policy Board, Medicaid Advisory Committee, Health Care Workforce Committee and others. The chief medical officer supports the work of many programs and committees that are part of the health transformation effort, including the Patient Centered Primary Care Home program, Transformation Center and Health Evidence Review
Commission.

The division manages the Oregon Health Plan, Oregon’s Medicaid program, which covers more than 1.1 million
Oregonians. It also manages the statewide behavioral health system, working to integrate addiction services and mental health care with the state’s physical health system. The division oversees the Children’s Wraparound Program, which works with the state’s coordinated care organizations to ensure that children with special needs receive integrated care.

The board designs, contracts and administers benefits for state employees, including medical and dental coverage, life, accident, disability and long-term care insurance and flexible spending accounts. The board also offers health care insurance options for retirees not yet eligible for Medicare.

The division improves lifelong health for Oregonians by promoting health and preventing the leading causes of death, disease and injury in the state. The division assesses the public’s health through data collection and uses that information to develop policies and programs that support improved health outcomes. They oversee health promotion and prevention activities, health care facility licensing, environmental health regulation, public health emergency preparedness, epidemiological outbreak investigations and the Oregon State Public Health Laboratory.
The division works with local health departments, tribes, community organizations, health care providers, coordinated care organizations and other partners. The Public Health Advisory Board and other advisory committees provide guidance to the division.

The Oregon State Hospital provides in-patient psychiatric care for adults from all over Oregon, with campuses in Salem and Junction City. Their primary goal is to help people recover from their illnesses and return to the community.
