Federal, state and local governments provide financial help to small businesses through loan programs. These generally don't provide funds more than 30-50% of a business proposal and applicants must show they have enough capital, in addition to the loan, to fund the business. Loan applicants are asked to demonstrate repayment ability, management expertise and commitment to successfully operate the business.
Many Oregon cities and counties have economic development programs which include financial help. Contact the city and county where your business is (or will be) for details.

Local Revolving Loan Funds
There are many revolving loan funds for small business financing administered by local governments and development groups. Usually funding is provided by the Department of Housing and Urban Development through the State of Oregon or by the federal Economic Development Administration.
