The committee consists of nine veterans appointed by the governor who advise the director and staff of the ODVA on a wide variety of matters. The committee members act as advocates for veterans’ issues and represent veterans’ concerns across Oregon.

ODVA’s Aging Veteran Services Division includes its Conservatorship and Representative Payee Programs, which help veterans, survivors and dependents who are legally designated “protected persons” to preserve and manage their estates and veterans benefits. They provide income and assets for shelter, medical, personal and other needs. The division operates two Oregon Veterans’ Homes located in Lebanon and The Dalles where skilled nursing, rehabilitative care and Alzheimer’s disease care are provided for veterans, spouses and Gold Star parents (parents whose children died while serving in the U.S. Armed Forces). They also train and coordinate volunteers who aid and provide benefit referrals to aging veterans.

The division is responsible for training Veteran Service Officers in the state of Oregon who provide free benefits counseling and claims services to veterans, survivors and dependents. The division serves the State Approving Agency and is responsible for the review, evaluation, approval and oversight of schools and training facilities to ensure state and federal quality criteria are met for veterans using their G.I. Bill® benefits. The division also includes Veteran Service Officers who provide services to underserved groups within Oregon’s increasingly diverse veteran population, including women, tribal, incarcerated, LGBTQ and veterans currently enrolled in programs of higher education. Additionally, the division oversees the administration of several grant programs, including medical transportation for highly rural veterans, Campus Veteran Resource Programs and various Veteran Services Grants to assist homeless veterans, aid tribal veterans and providing legal services for veterans.
