The office develops legislative initiatives, oversees communications for the agency and manages constituent correspondence and public engagement. The office also oversees legislatively directed reporting and serves as staff for legislative workgroups and the Oregon Council on Civil Rights. Other duties include intergovernmental relations, strategic planning and budget management. The Administrative Prosecution Unit convenes administrative law hearings in contested cases for both wage and hour and civil rights determinations.
Apprenticeship and Training Division

The division promotes apprenticeship in a variety of trades by working with business, labor, government and educational organizations to increase training and employment opportunities throughout the state. Apprenticeship is occupational training that includes on-the-job experience with classroom learning. The division registers occupational skills standards and agreements between apprentices and employers and works with local apprenticeship committees to ensure quality training and equal opportunity, especially for women and people of color, in technical craft jobs.

The council oversees apprenticeship committees, programs and policies and approves apprenticeship committee members. The BOLI commissioner serves as the chairperson, and the director of the Apprenticeship and Training Division serves as its secretary.
Civil Rights Division

The division defends the rights of all Oregonians to equal opportunity in employment, housing, public accommodations and career schools. It protects employment rights, advances employment opportunities and protects access to housing and public accommodations free from discrimination. The division enforces whistleblower and retaliation laws, including those filed in relation to OSHA and Workers Compensation claims.
Wage and Hour Division

The division enforces laws covering state minimum wage and overtime requirements, working conditions, child labor, farm, forest, construction, janitorial, labor contracting and wage collection. The division enforces the payment of prevailing wage rates required to be paid to construction workers on public works projects. BOLI determines and publishes prevailing wage rates based on an annual construction industry survey.

The committee was legislatively established in 2003 to assist the BOLI commissioner in the administration of the Prevailing Wage Rate Law.
Employers Assistance

The program offers guidance to Oregon businesses and organizations, so they can understand Oregon employment law and stay in compliance. The program holds employment law seminars throughout the state and publishes employer handbooks on wage and hour, civil rights, family leave laws and other important topics. The staff fields daily calls from Oregon employers seeking guidance on employment-related matters.

The Administrative Prosecution Unit prepares and presents cases at contested case hearings to achieve compliance with laws enforced by BOLI through equitable regulation and enforcement. The unit prosecutes and resolves cases involving civil rights laws, wage and hour laws, and certain laws regarding licensed and regulated occupations.
