Present Duties
The Higher Education Coordinating Commission (HECC) is the state commission and agency working to improve equitable access to and success in higher education and workforce training for Oregonians statewide. The HECC coordinates funding and policy for postsecondary education and training and convenes partners across the public and private higher education arena. HECC is a 15-member volunteer commission appointed by the governor. The HECC state agency supports the commission and includes eight offices led by the executive director. Its authorities include advising the Legislature and governor, providing one strategic vision for Oregon higher education planning, funding and policy to meet state goals; authorizing postsecondary programs and degrees; administering key Oregon financial aid programs, collaborating with partners to oversee programs and administer funding to increase employment opportunities, supporting streamlined academic pathways such as transfer pathways; workforce training and support for businesses; and evaluating and reporting the success of higher education efforts.
In addition to the six offices listed below, the HECC has an Office of the Executive Director, responsible for executive leadership, commission administration, communications, legislative affairs, equity leadership, human resources and internal auditing; and an Office of Operations, responsible for support to all HECC offices with budget, procurement, payroll, accounting and information technology.
