Prior to 1960, the Forestry Department and protection association districts were separate. The association reports also include by-laws, constitutions, and audit reports.

Series documents the activities of the Oregon and the Oregon-Washington Forest Defense Councils. These interagency councils were created to formulate wartime forest defense policies. Minutes include members present, date and location of meeting, items discussed, and actions taken. Subjects include fire-fighter wage rates, inter-governmental cooperation, fire suppression techniques, burning regulations, and fire suppression policies.

Of special note is a February 10, 1942 resolution sent to the Fourth Army Command requesting the removal of "enemy aliens" from forested areas.

The "Forest Service Form 874-C" dates from 1918 to 1924 and includes chapters of the "Western Fire Fighter's Manual" produced by the Western Forestry and Conservation Association. Subjects include fire fighting; trail building; tools, equipment, and supplies; the lookout system; and prevention of fire in logging operations. Also included is a section produced by the U.S. Forest Service entitled "Trail Construction on the National Forests." 

The "Oregon Forest Conservation Act Administrative Handbook" was produced by the Oregon State Board of Forestry in 1949. It includes conservation act administrative regulations; forest practices; and conservation act enforcement procedures.

Series documents a joint survey conducted by the Forestry Department and the United States Forest Service to determine types of forest cover on all Oregon lands. Records consist of four maps, each of which depict one-quarter of Oregon. The maps measure 66" by 42", have a scale of 1":4 miles, and use Lambert projection techniques. Maps include highways and roads, county boundaries, cities, rivers and lakes, physical features, and color coded forest type areas. Forest type descriptions include predominant tree type, percentage of trees, cutover lands, burned lands, old growth, and restocked lands.

Series documents the Department of Forestry's involvement with two intertwined court cases resulting from its attempts to collect $1 million in costs from Umpqua River Navigation Co. for causing the Oxbow Fire. The State case,Department of Forestry, et al v. Umpqua River Navigation Co., was dismissed in Douglas County Circuit Court because the court felt that the defendant's rights under the Fourth Amendment (unreasonable search) to the United States Constitution had been violated. The State Supreme Court reversed the lower court [258 Or. 10, 478 p.2d 631].

The case was appealed to the United States Supreme Court on a petition for a writ of certiorari and was denied [92 S.Ct. (1971)]. The federal case, International Paper Co. v. United States and Umpqua River Navigation Co., was heard in United States District Court and was decided in favor of the plaintiff. This case was extremely important to the Forestry Department because it allowed them to use techniques in fire case investigations, which are prohibited to law enforcement agencies.

Records include depositions, transcripts, pleadings, motions, briefs, exhibits (including photos, slides, and maps), legal research notes, testimony transcripts, proceedings transcripts, and correspondence.
