Series documents the administrative activities of the Department of Agriculture and consists mainly of the records of the director, although records of his assistants and the state veterinarian are also included. The correspondence and attached reports document the director's dealings with the governor, legislative assembly, state agencies, and advisory committees. Correspondence with federal agencies is primarily with the U.S. Department of Agriculture, but also includes communication with the U.S. Congress, the Department of Interior, the Food and Drug Administration, and the Environmental Protection Agency.

The series is arranged in broad topics such as the construction of the new agriculture building; director's correspondence concerning policy and speaking engagements; correspondence with the governor and letters written for his signature; meetings, conferences, and special events attended by the director; personnel policy and issues; activity, field, monthly, and biennial reports; staff meetings minutes, agendas, and memos; and speeches by the director.

The director and his staff communicated with other state agencies such as the Agricultural Advisory Team, Consumer Advisory Committee, Coordinated Agricultural Groups, Economic Development Department, Emergency Board, Forestry, Justice, Legislative Assembly, Meat Bacterial Standards Review Committee, Natural Resources Advisory Committee, Oregon State College, Oregon State University, and Rangeland Advisory Committee.

The series documents additions and changes to the administrative rules and orders that relate to the Department of Agriculture. The series is arranged into two sections: indexes, 1942-1986, and files, 1971-1986, with the exception of 1983 and 1984 which are missing from both the indexes and files. The index folders contain copies of the order, findings of fact and conclusions, statements of need and fiscal impact, and some exhibits. The files contain correspondence, hearing notices, notes about revisions, correspondence from witnesses, witness and testimony notes and transcripts, and exhibits. 

Topics covered by the rules include milk quotas and prices, pesticides, weights and measures, feed licensing, nursery licensing, disease control, fertilizers, gypsy moth control, and Christmas tree growers.

Less well documented are a variety of organizations concerning dairy, wheat, livestock, trade, the Oregon Farm Bureau, the Agri-business Council of Oregon, and the Portland Chamber of Commerce.

Animal Industry Division

The series documents activities of the department to control animal diseases in Oregon. Series includes correspondence and reports related to testing, detection, vaccination, quarantine, and other actions used to eradicate or control diseases in poultry, cattle, dairy cattle, sheep, and swine. Bang's disease and brucellosis are well documented in this series with additional records concerning infectious bronchitis, vesicular exanthema, scabies, scrappie, tuberculosis, rabies, paratyphoid, and paratuberculosis.

Records are arranged in subject areas such as animal health, brands and brand inspection, director and general correspondence, feedlots, garbage feeding, the legislative assembly, Oregon State College, predators and predator control, press releases, public relations, publications, veterinarians, and veterinarian medicine. 

The series includes eight volumes of brand, tattoo, and mark records for cattle, sheep, goats, poultry, foxes, hogs, horses, and mules.

The series documents the formation, organization, and activities of the special commissions created to assist in the management of commodity crops in Oregon. Series includes general correspondence about commodity commissions and commodity inspection as well as reports and minutes. Commissions that are well represented are dairy products, fescue, filbert, livestock, potato, and wheat. Commissions that are also documented are caneberry, chewing fescue and creeping red fescue, county fair, danver onions, dungeness crab, fryers, highland bent grass, hops, mint, onions, otter trawl, prune and plum growers, ryegrass, salmon, sheep, strawberry, sweet cherry, tall fescue, vegetables, and wine.

Development and Marketing

The series documents departmental programs for the development of domestic and foreign markets for agricultural products grown in Oregon. Records include correspondence, reports, legal opinions, and marketing plans. Subjects covered are federal and state legislation for market development projects and the creation of market development divisions; freight rates and the shipment of agricultural products; commodity commissions; trade shows and other promotional events; and meetings throughout the state with growers. Markets discussed are beef, seafood and fish, Highland bentgrass, fruit, onions, and potatoes. International markets focus on Canada, Japan, Korea, and China. 

Over the years marketing programs were carried out by a succession of divisions within the Department of Agriculture and this series includes records of the Division of Market Enforcement, Division of Market Development, Division of Agricultural Development, and Division of Agricultural Development and Marketing.

The series documents the activities of the information office of the department. Series includes press releases and other information issued by the department that informs the public about department activities, programs, and history. Series also collects information from outside sources about agriculture in the state and about the programs, history, and activities of the department. Records include news articles, news digests, clippings, press releases, brochures, bulletins, correspondence, speeches, monthly and biennial reports, catalogs, and information and history notebooks. 

The records are arranged by topic or department: agricultural development, animal diseases and health, the Board of Agriculture, commodity commissions, county fairs, crop damage, food and dairy, history, livestock, meat inspection, milk, nurseries, plants, quarantine orders, and rules and regulations.

The series documents the administration of the state fair. Records of the Oregon State Agricultural Society include the minutes of board and annual meetings, 1876-1912, dealing with the administration of the state fair, especially horse races, and financial accounting; financial ledger, 1868-1869; and record of premiums, 1875-1881. Records of the Oregon State Board of Agriculture include minute books, 1885-1931, which discuss the fair grounds, premiums, animals and exhibits, and race conditions; horse race records, 1884-1920; and a letter press book of correspondence, 1885-1890. Other correspondence, 1935-1958, deals with contracts, leases, and agreements; entertainment and concessions; races; buildings and inventories; and administration of the fair.

The series documents program records relating to the activities of the Foods and Dairies and Weights and Measures Division, Dairy and Consumer Services Division, and the Dairy Relations Advisory Committee as they regulate bakers, egg sellers, and dairies. Series includes division correspondence and reports as well as Dairy Relations Advisory Committee meeting agendas and minutes (1961-1970). 

The program records are primarily concerned with regulating the purity and sanitation of foods and food additives and the contents of chemicals and fertilizers. The records are arranged in subject areas such as bakeries, non-alcoholic beverages, butter, dairies, economic poisons (insecticides, pesticides, fungicides), eggs, feeds, fertilizers, food processing, and milk.

The series documents the department's activities to regulate the marketing and production of milk and to stabilize milk prices. The series includes records from the Milk Stabilization Division, Milk Stabilization Advisory Committee, Oregon-Washington Milk Marketing Advisory Committee, Milk Audit and Stabilization Division, Oregon Dairy Products Commission, and the Tillamook County Creamery Association.

The series contains administrative orders and hearings; budget records; correspondence, reports, and studies; legal opinions and litigation case file; legislative records; price analysis, hearings, and records; and production costs and prices. Topics and programs covered by this series include the milk marketing order no. 124, the Oregon and Washington marketing area, and market pool statistics on production, quotas, and amount of federal subsidy; a cost of production study by Oregon State University; milk control section annual report; dairy licenses; milk stabilization act and program; Tillamook County Creamery Association; the Stabilizer newsletter; and the U.S. Department of Agriculture marketing agreement.

The records document department involvement in state and national programs to improve poultry and turkey production. Goals of the programs included flock improvement and the control, testing, and eradication of pullorum and other diseases, such as avian influenza. Series includes correspondence with the federal government, Oregon State University, and association and boards such as the Oregon Poultry Improvement Board, Oregon Poultry council, and Oregon Poultry and Hatchery Association; and annual and biennial reports concerning Oregon's role in the National Poultry and Turkey Improvement Plans. The poultry and turkey programs were administered by Oregon State University until 1945 when the programs were transferred to the Department of Agriculture, which continued to operate the programs out of offices at the university.​

Photographs and slides provide visual documentation of department activities and of agriculture in Oregon. The photographs are both black and white and color, vary in size from 2" x 2" to 8" x 10", and include prints, negatives, and proofsheets.

The slides, both glass and plastic, are mainly in color, vary in size from 2" x 2" to 2.5" x 2.5", and are mounted on paper, metal, and plastic.

Soil and Water Conservation Division

Also included are agreements and memos of understanding concerning CAFO and non-point source pollution. ​

The series documents the 208 program that implemented the 1972 Federal Water Pollution Control Act, popularly known as the Clean Water Act. The purpose of the program was to develop a statewide water quality management program with particular emphasis on nonpoint source water pollution. In Oregon, the Department of Environmental Quality worked with the Soil and Water Conservation Commission to plan and implement the program. The 208 program was ended in 1988 and refunded in 1989 with program 319 of the Clean Water Act. 

The records include correspondence; draft, quarterly, and final reports; grant proposals and plans; agreements; meeting records, opinions and decisions, financial reports, and public relations and public participation records. Records are arranged alphabetically by project: Tillamook, Umatilla, Oregon State University, the Rogue Valley, Malheur County, the CAFO (Confined Animal Feeding Operations) waste management project, and the Foothills (Willamette Valley) erosion study.

Photographs are stored in Photograph Box 2 in the photograph storage area.

Also see related photographs from a private donation accession (2002B-021) that were maintained by a soil conservation district coordinator. Many of these 41 black and white photographs are promotional or informational in nature and were produced by the U.S. Department of Agriculture, Soil Conservation Service.
