Stephanie Clark (she/her)
State Archivist
Stephanie Clark is the State Archivist and Director of the Oregon State Archives, and has been part of the State Archives since 2012. A native Oregonian, Stephanie has always loved the Archives, interning there in 2004 as an undergraduate. Stephanie has a passion for increasing public access to government records. Instead of waiting for citizens to come to the Archives, it is her mission to take the records to the citizens of Oregon, engaging with them in ways that are the most meaningful to them. She is a frequent presenter of records management best practices to public officials in cities, counties, state agencies, and special districts across Oregon. Stephanie is a Certified Records Manager and received her Master’s in Library and Information Science from Simmons College in 2008. When not at work, Stephanie enjoys listening to podcasts, reading, and spending time in the outdoors with her son.
Audits Director
Kip is responsible for all state audits and auditors. He began his professional career in 1993. Kip’s professional positions include Chief Audit Executive for the Oregon State Treasury, Director of Audit Services for the City and County of Denver, Colorado, Audit Manager for the County of San Diego, California, Performance Audit Supervisor for the State of Arizona’s Office of the Auditor General, and Senior Consultant for KPMG. He holds a BA from the University of Utah and a MA from Arizona State University. Kip is a graduate from the Harvard University Kennedy School of Government’s Executives in State and Local Government executive education program and has earned a Certificate in Public Leadership from the Brookings Institute. Kip has attained the Certified Government Auditing Professional (CGAP) and Certified Risk Management Assurance (CRMA) credentials.
Kip serves on the Institute of Internal Auditors’ (IIA) American Center for Government Auditing Advisory Board and previously served as an officer on the Association of Local Government Auditors’ (ALGA) Governing Board. In 2013, 2014, 2015, and 2016 performance audits he directed received Knighton Awards for excellence and impact from ALGA. Additionally, in 2014, the IIA identified the City and County of Denver, Colorado’s Auditor’s Office as one of eleven best practice audit functions for major cities in the United States and Canada.
Kip and his wife Lisa have two children, Abby and Ben. He is an avid skier and U.S. history buff and is a proud husband and father of accomplished bagpipers and a tenor drummer.
Director, Business Services Division
Steve is the Business Services Division Director for the Oregon Secretary of State. The Business Services Division is responsible for accounting, budgeting, financial reporting, payroll and benefits, procurement, contract administration, cashiering, facilities, mail service, receiving, inventory control, safety, and risk management services.
After Steve earned a Bachelor’s Degree in Accountancy from Oregon State University (go Beavers!), he went along to obtain licenses as a Certified Public Accountant and Certified Internal Auditor. Steve’s work experiences are diverse and have covered many financial roles across private and public entities, which includes experience providing financial audits to municipal and tribal governments, as well as serving as the Administrator of the Administrative Services Division with the Oregon Department of Fish and Wildlife from 2017-2021. Steve has also served in several leadership roles and committees on a volunteer-basis, including with the Oregon State Bar, Marion County, City of Salem, and Institute of Internal Auditors – Salem Chapter.
Outside of work, Steve loves to spend time with his wife and two daughters. Steve is also an aspiring fisherman and can regularly be found along the Oregon Coast in search of redtail surfperch.
Director, Corporation Division
Eloisa is the Corporation Division Director for the Oregon Secretary of State. Her portfolio includes overseeing the Business Information Center, Office of Small Business Assistance, Uniform Commercial Code, Notary, and Business Registry. Her professional background includes policy making, leading statewide initiatives, local and rural community engagement, economic development, advocacy for Oregon businesses, and is a seasoned diversity, equity and inclusion professional.
Eloisa is committed to supporting the success of all Oregonians and is passionate about ensuring business owners have equitable access to critical resources to start, sustain, and thrive.
On Eloisa’s personal time, she enjoys being active and has a great love for outdoor adventures with family and friends.
Molly Woon (she/her)
Elections Director
Molly is the Elections Director and is responsible for the administration of Oregon's vote by mail elections system by working closely with state agencies, 36 counties throughout Oregon, and the division’s dedicated staff. She oversees the state initiative, referendum and candidate processes, as well as campaign finance regulations and state voting resources.
Born and raised in the Northwest, this is Molly’s second stint working in the Secretary of State's Office. In 2015 and 2016, she served as the Communications Director for Oregon Secretary of State Jeanne Atkins, overseeing communications for implementation of the Oregon’s first-in-the-nation system of automatic voter registration, Oregon Motor Voter. She also served as Legislative Director, staffing the bipartisan Campaign Finance Task Force. Early in her career, Molly served as both Communications Director and Chief of Staff for the Oregon Senate Democrats and in the Government Relations Office at the City of Portland.
Molly earned her B.A. in Political Science and Communications at Portland State University, where she was elected Student Body Vice President and later pursued a M.A. in Political Science. A first generation American and college graduate, Molly cares deeply about the issues overseen by the Secretary of State, especially public participation and transparency in our democratic institutions.
Human Resources Director
As the Human Resources Director, Tasha is responsible for the Human Resources Division which supports the Agency in hiring and retaining a top notch work force. Areas of focus include recruiting, affirmative action, leaves management, classification and compensation, payroll, operations, employee training and development, employee relations and organizational development. Tasha has more than 19 years of state service with more than 15 of those years spent in the Human Resources profession. This is not an unfamiliar role for her as she has served as the HR Director for Oregon Parks and Recreation Department, Oregon Department of Forestry and the Employment Department. Before coming to this role, she served as the Employee Relations, Labor Relations and Litigation Manager for Oregon Department of Transportation. Tasha has a love for the culinary arts and enjoys spending time cooking and baking for her family and friends.
Director, Information Services Division
The agency's Chief Information Officer, Chris manages all information technology resources by providing leadership and support to Secretary of State divisions in the planning, development, functionality, and maintenance of networks, computing resources, and Web applications. He draws on over 25 years of experience implementing and managing enterprise and integrated solutions in both the public sector (SoS, U.S. Air Force) and private sector (SAIC). The employees under Chris's direction provide an array of technical services, including project management, software development, and network, database and computer systems administration and support. He earned a Bachelor of Science in Information Systems Management and an Associate of Arts in Computer Science from the University of Maryland. Chris enjoys his downtime listening to his vinyl record collection, writing and playing music, and spending time with his wife and kids exploring Oregon's majestic beauty.
