Legislative & Policy Affairs

​​​​​​​​​​​​The role of the Legislative & Policy Affairs Team is to represent the Secretary of State’s (SoS) mission, vision, and values. The team is led by the Chief of Legislative & Policy Affairs, who manages the legislative team and represents the Secretary of State on the State Board of Education and one of three ​Land Board Assistants for the State Land Board. The legislative team includes the Legislative Director who works in partnership with the Legislative Coordinator and agency staff to provide subject matter expertise on policies affecting the SoS in a non-partisan manner. Additionally, our team provides bill analysis and fiscals to legislative members, committees, community partners, and others in a timely matter.​

2023 Long Session

  • HB 2107 - A - Expands Automatic Voter Registration to those on or applying to the Oregon Health Plan administered by the Oregon Health Authority.
  • HB 2112 - A - Adding Native Voices to Public Records Law, and updates definitions and terminology in records retention.
  • HB 2110 - A​ - Updates municipal audits law, including technical changes and changing expenditure threshold limits for audit exemptions.
  • HB 2108 -A - Technical changes to business registration and filings.
  • HB 2109 – A​ - Prohibits a corporation sole from being reinstated in the state.
  • SB 166 – B​ - Makes key updates to election laws and upholds the right to vote and a right to a secret ballot.
  • SB 168 – B - Clarifies political activities of public employees while they are on work time.
  • SCR 1 - Recognizes the public service and commitment of Oregon’s 36 county clerks.
  • HB 5035 – A - SoS Approved Budget
  • SB 5506​ - End of Session Bill included three more positions for SoS.
